EU Commision upgrades "Seal of Excellence" projects for funding

EU Commision urges national bodies to fund Horizon 2020 "Seal of Excellence" projects throug a press release of May 17th 2017

The 'Seal of Excellence' initiative was officially launched by the EU Commision  on 12 October 2015. Regenics was awarded a 'Seal of Excellence' on July 17th 2017.

The EU Commision has now issued an update of the "Block Excemption Regulation" ("Statstøtte regelverket") of  May 17th , with implementation date of June 14th 2017. This expansion of the Regulation specifically urges the national funding bodies to fund up projects awarded the Horizon 2020 "Seal of Excellence" projects. (see article (14) in COMMISSION REGULATION (EU) 2017/1084 of 14 June 2017 and excempts these high quality projects from notification and approval by the Commision.

The Commision press release of May 17th, 2017 states: " The Commission has clarified that projects funded by Member States that meet the criteria of the "Seal of Excellence" quality label under the EU Horizon 2020 SME-instrument can receive public support without the need to notify it to the Commission, in line with the criteria set out in the Regulation".

Thus Horizon 2020 "Seal of Excellence" projects can be funded under the Block Excemption Regulation, e.g. article 25, but also under article 28, which may allow more flexibility to the type of costs that can be incurred. Both "Industrial Research" and "Experimental Development" can be funded.

The prerequisite is that the "Seal of Excellence" is obtained by the company in the SME Instruments program, that the funding is awarded to an SME and normally does not exceed a funding threshold of 2.5 mill Euro.

Regenics project on psoriasis was awarded Horizon 2020 "Seal of Excellence" on July 17th 2017 and will subsequently submit applications for EU and national funding with assumed significantly stronger odds of obtaining such funding. The Regenics AS Horizon 2020 "Seal of Excellence" project has a proposed budget was 1.903 mill Euro, corresponding to 17.69 mill NOK.
